Dr. Jose I. Delgado is the CEO and President of Taino Consultants, a healthcare consulting company assisting healthcare professionals and organizations for over 20 years. Dr. Delgado has received many accolades throughout his civilian career that places him as one of the most experienced and versatile Health Care Executives in the World.
During his professional career, he has worked for multiple hospitals, primary and specialty practices and several healthcare businesses and organizations (billing companies, ambulatory surgical centers, biomedical labs, research companies, etc.). As an entrepreneur and business professional, he has also owned various clinics, rehab and community mental health centers, information technology (IT) companies, and Management Service Organizations (MSOs).
Dr. Delgado’s IT’s experience started over 40 years ago as a programmer using machine language coding. He also spent five years in the Air Force Space and Missile program and had the opportunity to work with Hughes Aircraft as part of the team developing the United States’ Star Wars program. His IT experience continued in the private world, where under one of his own companies, he developed a document management system (DMS) that evolved into an electronic health record system. One of the peculiarities of this system is the security protocols which were developed based on the Navy’s guidelines for handling electronic top-secret documentation. The system was developed with enough versatility that the same could be adapted to vertical lines of businesses with minimum modifications.
Dr. Delgado’s performance in the Air Force led to his selection to create the contracting arm of the Air Forces’ Latin American territory, better known as USSOUTHAF. As the Air Force’s Director of contract in Latin America, Dr. Delgado was directly responsible for logistics, contingencies and special programs in a territory encompassing 25% of the World; secondary responsibility for the rest of the world. On a daily basis, he handled programs worth millions of dollars in multiple countries. He also coordinated the logistics to build clinics and support operations in remote areas of the world.
His grasp of the current healthcare compliance requirements in the United States led him to create the protocols and content (policies, forms, schedule of events and training) of EPI’s Compliance system. He also developed a HIPAA Security Officer Certification program, a HIPAA Security Business Certification program and a HIPAA Security Risk Assessment template for Covered Entities and Business Associates. Dr. Delgado’s HITECH knowledge and experience has made him the “go to” person for cases involving Healthcare Providers and Organizations. Dr. Delgado’s fearless attitude and commitment to his clients has resulted in elevation and resolution of cases at the Medicare’s offices in Washington level. In each case, Dr. Delgado was able to obtain a decision in favor of his clients.
Under the banner of Taino Consultants, Dr. Delgado has assisted with the opening of multiple health care businesses. Dr. Delgado’s teams also assist with efficiencies, compliance, marketing, operations, licensing and certification of healthcare businesses and professionals. Under Dr. Delgado’s leadership, Taino Consultants Inc. was certified as a Minority Veteran owned Federal contractor. The significance of these certifications cannot be overlooked, as the same has resulted in Taino Consultants and Dr. Delgado being a go-to resource for Federal Organizations such as the Centers for Medicare and Medicaid Services (CMS), and the United States Veteran of Department Affairs.
Originally from the Bronx, NY, Dr. Joseph Rosado moved down to the Central Florida region to work as an orderly and EMT/Paramedic. It was there that Dr. Rosado realized his passion for the medical profession. He started chiropractic school at Life College in Marietta, GA where he graduated cum laude with a BS degree in Clinical Nutrition and a doctor of chiropractic degree. After practicing for several years, he went on to Universidad Central del Este, in San Pedro de Macoris where in 2001 he graduated suma cum laude with his medical degree. After working as physician and clinic Director in Salt Lake City, UT, team physician for the Costa Rican Institute of Recreation and Sports, and staff physician at Hospital Metropolitano in San Juan, PR. Dr. Rosado relocated back to Florida in 2005 after completing his MBA in Health Care Management from University of Phoenix, magna cum laude. He worked as the Director of the Communicable Disease Division/Epidemiology and Immunization departments as well as the Sr. Lead Physician at St. Johns County Health Department.
Dr. Rosado then moved on to Tricounty Hospital in Williston, FL to be the medical director. At the same time, he worked in a private practice with the Institute of Medical and Cardiovascular Excellence (IME/ICE) in Williston and The Villages providing primary and functional/regenerative care. Upon resigning from both Tricounty Hospital and ICE, he worked as a temporary (Locum Tenens) physician at the North FL Evaluation and Treatment Center in Gainesville, FL, Pinellas County Jail in Clearwater, FL, Escambia County Jail in Pensacola, FL, Florida Health Source in Pierson/Deltona, FL and Genesis Family Practice in Orange City, FL.
He was on the bureau of speakers for the United For Care (Amendment 2) campaign in 2014 and 2016. In 2015, Dr. Rosado took both the Florida Physicians Cannabis Course and the Florida Cannabis Medical Directors Course so that by Summer of 2016, he was the first to recommend high CBD:low THC in the greater Central Florida region to an adult patient with Stage 3 brain cancer. By Fall of 2016, he was the first to recommend medical cannabis (THC:CBD 1:1), in the state of FL, to a pediatric patient, who was terminally ill.
Presently, Dr. Rosado is providing primary care services, together with Immigration Physicals, Alternative Addiction Management Therapy and Therapeutic Cannabis (Medical Marijuana) recommendations at Comprehensive Health Center in Orlando, FL; and volunteers once a month at Shepherd’s Hope Community Clinics.

Dr. Yesenia Justiniano is a wound care & Hyperbaric medicine specialist. She has over 10 years’ experience in wound care and hyperbaric medicine and was the founding physician and medical director of several hyperbaric medicine programs in Puerto Rico. Dr. Justiniano’s expertise has been recognized by several organizations and businesses that utilized her knowledge and expertise as a professional speaker on behalf of her organizations.

Dr. Dolores Farrer is a surgically trained podiatrist whose career has focused on lower extremity wound care for over 27 years. Dr. Stephanie Aubrey is part of the faculty at the University of St. Augustine for Health Sciences.
